Nepal’s National Flag

Nepal’s national flag is one of the most distinctive national flags in the world. While the flags of most countries are rectangular, Nepal’s flag is formed by the combination of two triangular pennants.




Its crimson-red background, deep-blue border, and the white moon and sun depicted within it make Nepal’s flag not merely a symbol of national identity, but also a profound cultural and civilizational symbol. The Constitution of Nepal, 2072 B.S., Article 8, recognizes this traditional flag as the national flag of Nepal and clearly specifies its shape, colors, the moon, the sun, and the arrangement of their rays.

However, if we look at the flag only as a legal structure, its cultural soul remains incomplete.

In the consciousness of the Nepali people, crimson red is understood as a symbol of bravery, courage, sacrifice, and the spirit of struggle. It is not merely a symbol of war. It can also be understood as representing the inner strength to refuse to bow before injustice, the willingness to sacrifice for national independence and dignity, and the Nepali character of remaining committed to one's duty even under difficult circumstances.

Therefore, the red color conveys a powerful message: a nation needs courage to protect itself, but that courage must be directed toward righteousness and justice.

Surrounding this symbol of bravery is the deep-blue border, which conveys another important message. Blue has traditionally been associated with peace, harmony, restraint, and coexistence.

This can be understood as a profound balance within Nepal’s national flag: let there be courage, but let peace govern that courage; let there be power, but let wisdom accompany that power.

A nation without courage may become weak, but courage without wisdom can become destructive. Therefore, the relationship between red and blue may be understood philosophically and spiritually as a balance between bravery and peace.

Then come the white moon and sun.

The color white may be associated with purity, clarity, mental peace, and purity of conscience. The nature of the moon is cool and gentle; therefore, the moon can be understood as a symbol of mental peace, patience, compassion, and cool wisdom.

The sun, on the other hand, represents radiance, energy, awakening, action, hard work, and vitality.

In this way, Nepal’s flag can be seen as bringing together two essential dimensions of human life: the moon should bring peace to the mind, while the sun should awaken us to action.

Simply remaining peaceful is not enough. What is necessary is to perform the right actions with a peaceful mind.

The Sun, the Moon, and the Cultural Memory of Nepal

The sun and moon depicted on the flag may also be connected, through a religious and cultural interpretation, with the cultural memory of the Suryavansha and Chandravansha—the Solar and Lunar dynasties.

In Hindu tradition, Lord Rama is associated with the Solar Dynasty, while Lord Krishna is associated with the Lunar Dynasty. Therefore, the presence of the sun and moon on Nepal’s national flag can be interpreted culturally as indicating that Nepal carries within its national memory the ancient Sun–Moon traditions of the Sanatana civilization.

However, an important distinction should be made clear: the Constitution of Nepal does not define the sun as the legal symbol of the Suryavansha or the moon as the legal symbol of the Chandravansha. This is a religious, cultural, and civilizational interpretation rather than a constitutional definition.

Understanding this distinction allows us to present our faith with greater respect and intellectual clarity.

The broader meaning of the sun and moon is national continuity and longevity.

The symbolic idea that Nepal should continue to exist as long as the sun and moon remain in the sky is a popular interpretation associated with the national flag.

It can be understood as a national commitment: Nepal does not belong only to one king, one government, one political party, or one generation.

Nepal is a civilization that must be protected by one generation and handed over to the next.

Therefore, the sun and moon remind us:

Think of the nation as something longer-lasting than your own life.

Pashupatinath and Nepal’s Spiritual Identity

This symbolism of the sun and moon leads us toward Nepal’s spiritual relationship with Pashupatinath.

“Pashupati” means the Lord of all living beings. Pashupatinath is one of the deepest centers of Nepal’s religious and civilizational consciousness.

The religious history of the Kathmandu Valley, the Shaiva tradition, yoga, spiritual practice, tantra, and the broader Sanatana cultural consciousness are deeply connected with Pashupatinath.

Therefore, the statement that “Nepal is a country under the protective shade of Pashupatinath” may be understood as an expression of the deep religious faith of Nepali society.

It is not a constitutional or scientific claim; it is a profound spiritual belief within Nepali society.

The King and Pashupatinath

This brings us to the religious perspective concerning the relationship between the king and Pashupatinath.

You have referred to the idea associated with Shankaracharya Nikhilanand Saraswati that the “king is like the living Pashupatinath.” Without the original discourse or an authenticated source, it would not be appropriate to present this statement as a precise quotation attributed to him.

However, within the traditional concept of Rajadharma, the king was not merely a person who enjoyed political power. The king was understood as an guardian responsible for protecting dharma, justice, the nation, and the people.

Therefore, the expression “living Pashupati” may be understood symbolically—not in the literal sense that the king himself is Lord Shiva, but in the sense that the king should embody the ideals associated with Pashupatinath: protection, justice, dharma, and service to the people.

From this perspective, an ideal king is, before being the owner of authority, the bearer of responsibility.

Greater than the crown is his dharma.

Greater than the throne is his duty.

Greater than power is justice.

If a king rises above his personal comfort, family interests, self-interest, and attachment to power, and dedicates himself to protecting the nation, dharma, and people, then there is a philosophical basis for understanding the monarchy as a guardian institution of the nation.

This is why, in the traditional concept of Rajadharma, the king was regarded not merely as a ruler but as the protector of the people.

The Deeper Question: Do We Know Ourselves?

Yet another deeper question arises:

Does the person who seeks to protect the nation truly know himself?

Human life is not as long as the journey of the sun and moon.

We have time to think about our body, position, wealth, power, and reputation, but compared with all this, the time available to understand our true spiritual nature is extremely short.

The fundamental inspiration of Vedanta is to encourage human beings to look beyond their external identity and search for their deeper and true nature.

Therefore, “Know yourself” is not merely a spiritual teaching. It is one of the fundamental questions of life:

Who am I? What is my duty? Where did I come from? What is the purpose of my life?

For today’s Nepali society, this can become an important call:

Know yourself. Know your deities. Know your chosen deity, your Ishta Devata. Know your Kuladevata. Know your ancestral tradition. Know your nation.

Understanding one's ancestral and cultural tradition does not mean rejecting another person's religion or culture.

It means knowing one's own roots.

Strengthening one's roots does not mean cutting the roots of others. Rather, a person who understands the depth of his or her own tradition can also better understand and respect the existence of other traditions.

Therefore, remembering one's Kuladharma should become a process of self-identity, not division.

The Question of Monarchy and Nepal’s Constitutional Future

When we look at Nepal’s present situation, this question of identity also becomes connected with political and constitutional questions.

The idea that the monarchy should be restored is one position within Nepal’s current public debate.

However, such a change should not be pursued merely through emotional appeals. It should be based on the will of the people, constitutional procedures, public mandate, and lawful political processes.

Nepal’s present Constitution structures the country as a federal democratic republican state.

Therefore, even if one advocates restoration of the monarchy, the path toward such a change should be peaceful, democratic, and constitutional.

Why Not the Constitution of 2047 B.S.?

This raises another question:

“Why not the Constitution of 2047 B.S.?”

The Constitution of the Kingdom of Nepal, 2047 B.S., defined Nepal as a multiethnic, multilingual, democratic, independent, indivisible, sovereign, Hindu constitutional monarchical kingdom.

At the same time, sovereignty was vested in the Nepali people.

The traditional national flag containing the sun and moon was also retained.

Therefore, understanding the Constitution of 2047 merely as “the King’s Constitution” would be incomplete.

It represented a combination of constitutional monarchy and popular sovereignty.

However, another question is whether the Constitution of 2047 should simply be revived exactly as it was, or whether its useful elements should be incorporated into a new constitutional framework suited to present-day Nepal.

Today, issues such as federalism, inclusion, fundamental rights, local self-government, and representation of different communities are also important.

Therefore, any future constitutional reform should preserve the positive achievements of the present while learning from the useful elements of the past.

A nation cannot build its future by erasing its history; but neither can it build its future merely by repeating history exactly as it was.

What Kind of Nepal Should We Build?

Therefore, Nepal’s search for peace should not be reduced merely to the question:

“King or Republic?”

There is a larger question:

“What kind of nation should Nepal become?”

Whatever the system of government may be, there must be justice.

Whatever the leadership may be, there must be national service.

Whatever the Constitution may be, the rights of citizens and national unity must be protected.

If the monarchy returns, the king must be grounded in dharma, justice, and service to the people.

If the republic remains, the President, government, and political leadership must likewise be bound by the same moral responsibility.

A nation does not become strong merely by changing its political system; it becomes strong when the character of governance changes.

The National Flag as a Silent National Mantra

In this sense, Nepal’s national flag can also be read as a silent national mantra.

The red says:

“Have courage.”

The blue says:

“Do not abandon peace.”

The white says:

“Keep the mind pure.”

The moon says:

“Maintain cool wisdom.”

The sun says:

“Take action.”

And the sun and moon together say:

“Think of your nation as something that should live longer than your own life.”

Within this balance lies a beautiful philosophy of Nepal’s national ethos:

We need bravery, but we also need peace.

We need power, but we also need wisdom.

We need tradition, but we also need reform.

We need spirituality, but we also need action.

Nepal as a Civilizational Responsibility

Ultimately, Nepal is not merely a piece of geography received by the present generation; it is a civilization inherited from our ancestors and a responsibility that must be passed on to future generations.

Faith in Pashupatinath, the symbolism of the sun and moon’s longevity, the cultural memory of the Solar and Lunar dynasties, Nepali bravery, the aspiration for peace, awareness of ancestral traditions, and the search for just governance can all be connected into one larger vision of Nepal’s national consciousness.

Therefore, the message for Nepalis today need not be merely political. It can also be spiritual:

Know yourself.

Know your deities.

Know your Kul.

Know your culture and values.

Know your history.

Know your nation.

And learn to stand for truth, justice, and dharma for the future of the nation.

Whether there is a king or a president, whatever form the government takes, and whatever Constitution the nation follows, Nepal’s ultimate goals should be peace, justice, dignity, good governance, and prosperity.

May faith in Pashupatinath lead people toward dharma and compassion.

May the sun inspire action.

May the moon bring coolness to the mind.

May the red inspire courage to stand against injustice.

May the blue keep that courage within peace and restraint.

And may the white inspire us to keep our conscience pure.

In this sense, Nepal’s national flag is not merely a national flag—it is a symbolic philosophy of the Nepali soul.

Alongside the aspiration that Nepal may endure as long as the sun and moon remain, there should be another aspiration:

May the soul of Nepal remain alive.

Protecting the geography alone is not enough.

We must also protect Nepal’s culture, civilization, dharma, languages, traditions, dignity, justice, and humanity.

Because ultimately, the true strength of a nation does not lie solely in one political institution or one individual.

The real strength of a nation lies in the self-awareness of its citizens, their understanding of dharma, national unity, commitment to justice, and responsibility toward future generations.

नेपालको झण्डा, सूर्यचन्द्र, पशुपतिनाथ राष्ट्रधर्म

नेपालको राष्ट्रिय झण्डा संसारका राष्ट्रिय झण्डाहरूमध्ये अत्यन्त विशिष्ट छ। अधिकांश राष्ट्रका झण्डा आयताकार छन्, तर नेपालको झण्डा दुईवटा त्रिकोणको संयोजनबाट बनेको छ। सिम्रिक रातो पृष्ठभूमि, गाढा नीलो किनारा तथा त्यसमा अंकित सेतो चन्द्रमा सूर्यले नेपालको झण्डालाई केवल राष्ट्रिय पहिचान मात्र होइन, एउटा गहिरो सांस्कृतिक सभ्यतागत प्रतीक बनाएका छन्। नेपालको संविधान २०७२ को धारा ले यही परम्परागत झण्डालाई नेपालको राष्ट्रिय झण्डाका रूपमा मान्यता दिएको छ। संविधानले यसको आकार, रङ, चन्द्रमा, सूर्य तथा तिनका किरणहरूको संरचना समेत स्पष्ट गरेको छ।

तर झण्डालाई केवल कानुनी संरचनाको रूपमा हेर्दा यसको सांस्कृतिक आत्मा अधुरो हुन्छ। नेपाली जनचेतनामा सिम्रिक रातो रङ वीरता, साहस, त्याग संघर्षशीलताको प्रतीकका रूपमा बुझिन्छ। यो केवल युद्धको प्रतीक होइन; अन्यायका अगाडि नझुक्ने आत्मबल, राष्ट्रको स्वतन्त्रता स्वाभिमानका लागि त्याग गर्न सक्ने शक्ति तथा कठिन परिस्थितिमा पनि आफ्नो कर्तव्यबाट पछि नहट्ने नेपाली चरित्रको प्रतीकका रूपमा यसलाई हेर्न सकिन्छ। त्यसैले रातोले हामीलाई एउटा सन्देश दिन्छराष्ट्रको रक्षा गर्न साहस चाहिन्छ, तर त्यो साहस धर्म न्यायका लागि हुनुपर्छ।

रातो वीरतालाई चारैतिरबाट घेरेर बसेको गाढा नीलो किनाराले अर्को महत्त्वपूर्ण सन्देश दिन्छ। नीलो रङलाई शान्ति, सद्भाव, संयम सहअस्तित्वसँग जोडेर हेर्ने परम्परा छ। यसलाई नेपालको झण्डाको एउटा गहिरो सन्तुलनका रूपमा बुझ्न सकिन्छवीरता होस्, तर वीरतामाथि शान्तिको नियन्त्रण होस्; शक्ति होस्, तर शक्तिसँग विवेक पनि होस्। साहसविहीन राष्ट्र कमजोर हुन सक्छ, तर विवेकविहीन साहस विनाशकारी हुन सक्छ। त्यसैले रातो नीलोको सम्बन्धलाईवीरता शान्तिको सन्तुलनभनेर आध्यात्मिकराष्ट्रवादी अर्थमा पढ्न सकिन्छ।

त्यसपछि आउँछन् सेतो चन्द्रमा सूर्य सेतो रङलाई शुद्धता, निर्मलता, मानसिक शान्ति अन्तःकरणको पवित्रतासँग जोडेर हेर्न सकिन्छ। चन्द्रमाको स्वभाव शीतल ; त्यसैले चन्द्रलाई मनको शान्ति, धैर्य, करुणा शीतल विवेकको प्रतीकका रूपमा बुझ्न सकिन्छ। सूर्य भनेको तेज, ऊर्जा, जागरण, कर्म, परिश्रम जीवनशक्तिको प्रतीक बन्न सक्छ। यसरी नेपालको झण्डाले मानवीय जीवनका दुई अत्यन्त आवश्यक पक्षलाई एकसाथ राखेको देखिन्छचन्द्रले मनलाई शान्त बनाओस् सूर्यले कर्मका लागि जागृत गराओस्। केवल शान्त भएर बस्नु पर्याप्त छैन; शान्त मनबाट सही कर्म गर्नु आवश्यक छ।

झण्डामा रहेका सूर्य चन्द्रलाई सूर्यवंश चन्द्रवंशको सांस्कृतिक स्मृतिसँग जोडेर हेर्ने धार्मिक व्याख्या पनि गर्न सकिन्छ। हिन्दू परम्परामा सूर्यवंशसँग श्रीरामको चन्द्रवंशसँग श्रीकृष्णको वंशपरम्परा जोडिन्छ। त्यसैले नेपालको झण्डामा सूर्य चन्द्रको उपस्थिति देखेर नेपालले सनातन सभ्यताको सूर्यचन्द्र परम्परालाई आफ्नो राष्ट्रिय स्मृतिमा बोकेको भन्ने सांस्कृतिक अर्थ निकाल्न सकिन्छ। तर यो कुरा स्पष्ट हुनुपर्छनेपालको संविधानले सूर्यलाई सूर्यवंश चन्द्रलाई चन्द्रवंशको कानुनी प्रतीक भनेर परिभाषित गरेको छैन। यो धार्मिक, सांस्कृतिक सभ्यतागत व्याख्या हो। यही भिन्नता बुझेर हामी आफ्नो आस्थालाई अझ सम्मानपूर्वक प्रस्तुत गर्न सक्छौँ।

सूर्य चन्द्रको अझ व्यापक अर्थ राष्ट्रको निरन्तरता दीर्घजीवन हो। आकाशमा सूर्य चन्द्र रहुन्जेल नेपाल पनि रहिरहोस् भन्ने भाव नेपालको झण्डासँग जोडिएको लोकप्रिय प्रतीकात्मक व्याख्या हो। यसलाई एउटा राष्ट्रिय संकल्पका रूपमा बुझ्न सकिन्छनेपाल कुनै एउटा राजा, एउटा सरकार, एउटा दल वा एउटा पुस्ताको मात्र देश होइन। नेपाल पुस्तौँपुस्ताले संरक्षण गरेर भावी पुस्तालाई हस्तान्तरण गर्नुपर्ने सभ्यता हो। त्यसैले सूर्य चन्द्रले हामीलाई सम्झाउँछन्राष्ट्रलाई आफ्नो जीवनभन्दा लामो सोच।

यही सूर्यचन्द्रको भावनाबाट नेपालको पशुपतिनाथसँगको आध्यात्मिक सम्बन्धतर्फ पुग्न सकिन्छ।पशुपतिअर्थात् सम्पूर्ण प्राणीका स्वामी। पशुपतिनाथ नेपालको धार्मिक सभ्यतागत चेतनाको अत्यन्त गहिरो केन्द्र हुन्। काठमाडौं उपत्यकाको धार्मिक इतिहास, शिवपरम्परा, योग, साधना, तन्त्र तथा सनातन सांस्कृतिक चेतनासँग पशुपतिनाथको सम्बन्ध जोडिएको छ। त्यसैलेनेपाल पशुपतिनाथको छत्रछायामा रहेको देश होभन्ने भनाइलाई नेपाली धार्मिक आस्थाको अभिव्यक्तिका रूपमा बुझ्न सकिन्छ। यो संवैधानिक वा वैज्ञानिक दाबी होइन; यो नेपाली समाजको गहिरो आध्यात्मिक विश्वास हो।

यही ठाउँमा राजा पशुपतिनाथको सम्बन्धबारेको धार्मिक दृष्टिकोण पनि आउँछ। तपाईंले उल्लेख गर्नुभएको शङ्कराचार्य निखिलानन्द सरस्वतीजीसँग सम्बन्धितराजा जीवित पशुपतिनाथसरहभन्ने विचारलाई उहाँकै मूल प्रवचन वा प्रमाणित स्रोतबिना ठ्याक्कै उद्धरणका रूपमा प्रस्तुत गर्नु उचित हुँदैन। तर राजधर्मको परम्परागत अवधारणामा राजा केवल सत्ता भोग गर्ने व्यक्ति होइन; धर्म, न्याय, राष्ट्र प्रजाको संरक्षण गर्ने अभिभावकका रूपमा बुझिन्छ। त्यसैलेजीवित पशुपतिभन्ने धार्मिक प्रतीकलाई शाब्दिक रूपमा राजा स्वयं भगवान् शिव हुन् भन्ने अर्थमा भन्दा, राजाले पशुपतिनाथको प्रतिनिधिसरह रक्षा, न्याय, धर्म प्रजासेवाको आदर्श धारण गर्नुपर्ने अर्थमा बुझ्नु बढी उपयुक्त हुन्छ।

यस दृष्टिले आदर्श राजा भनेको अधिकारको मालिकभन्दा पहिले उत्तरदायित्वको वाहक हो। राजाको मुकुटभन्दा ठूलो कुरा उसको धर्म हो; सिंहासनभन्दा ठूलो कुरा उसको कर्तव्य हो; शक्ति भन्दा ठूलो कुरा न्याय हो। यदि कुनै राजा आफ्नो व्यक्तिगत सुख, परिवार, स्वार्थ सत्ताभन्दा माथि उठेर राष्ट्र, धर्म प्रजाको संरक्षणमा समर्पित हुन्छ भने राजसंस्थालाईराष्ट्रको अभिभावकीय संस्थाभनेर बुझ्ने दार्शनिक आधार निर्माण हुन्छ। यही कारणले परम्परागत राजधर्ममा राजा केवल शासक होइन, प्रजाको रक्षक मानिन्थ्यो।

तर यहाँ एउटा अझ गहिरो प्रश्न उठ्छराष्ट्रलाई संरक्षण गर्ने व्यक्ति आफैँले आफूलाई चिनेको कि छैन? मानिसको जीवन सूर्य चन्द्रको यात्राजस्तो दीर्घ छैन। हामीसँग आफ्नो शरीर, पद, धन, सत्ता प्रतिष्ठाको बारेमा सोच्न समय जति , त्यसको तुलनामा आत्मस्वरूप बुझ्ने समय अत्यन्त छोटो छ। वेदान्तको मूल प्रेरणा नै मानिसलाई बाहिरी परिचयभन्दा गहिरो आफ्नो वास्तविक स्वरूप खोज्न लगाउनु हो। त्यसैलेआफूलाई चिनभन्ने वाक्य केवल आध्यात्मिक उपदेश होइन; यो जीवनको मूल प्रश्न हो को हुँ? मेरो कर्तव्य के हो? कहाँबाट आएको हुँ? मेरो जीवनको उद्देश्य के हो?

त्यसैले आजको नेपाली समाजका लागि एउटा महत्त्वपूर्ण आह्वान हुन सक्छआफूलाई चिन, आफ्ना देवता चिन, आफ्नो इष्टदेवता चिन, आफ्नो कुलदेवता चिन, आफ्नो कुलपरम्परा चिन आफ्नो राष्ट्रलाई चिन। आफ्नो कुलपरम्परा बुझ्नु भनेको अरूको धर्म वा संस्कृतिलाई अस्वीकार गर्नु होइन। आफ्नै जरा चिन्नु हो। आफ्नो जरा बलियो बनाउनु भनेको अरूको जरा काट्नु होइन। बरु आफ्नै परम्पराको गहिराइ बुझ्ने मानिसले अरूको परम्पराको अस्तित्व सम्मानलाई पनि राम्रोसँग बुझ्न सक्छ। त्यसैले कुलधर्मको पुनर्स्मरण विभाजनको होइन, आत्मपहिचानको प्रक्रिया बन्नुपर्छ।

नेपालको वर्तमान अवस्थालाई हेर्दा यही आत्मपहिचानको प्रश्न राजनीतिक संवैधानिक प्रश्नसँग पनि जोडिन्छ। राजसंस्था पुनःस्थापना हुनुपर्छ भन्ने विचार आज नेपालको सार्वजनिक बहसको एउटा पक्ष हो। तर यस्तो परिवर्तन भावनात्मक आह्वानबाट मात्र होइन, जनताको इच्छा, संवैधानिक प्रक्रिया, जनमत कानूनसम्मत राजनीतिक प्रक्रियाबाट हुनुपर्छ। वर्तमान संविधानले नेपाललाई संघीय लोकतान्त्रिक गणतन्त्रात्मक राज्यका रूपमा संरचना गरेको छ। त्यसैले राजसंस्थाको पुनर्स्थापनाको माग राख्ने हो भने पनि त्यसको बाटो शान्तिपूर्ण, लोकतान्त्रिक संवैधानिक हुनुपर्छ।

यही सन्दर्भमा प्रश्न उठ्छकिन २०४७ सालको संविधान होइन?” नेपाल अधिराज्यको संविधान २०४७ ले नेपाललाई बहुजातीय, बहुभाषिक, लोकतान्त्रिक, स्वतन्त्र, अविभाज्य, सार्वभौम, हिन्दू तथा संवैधानिक राजतन्त्रात्मक अधिराज्यका रूपमा परिभाषित गरेको थियो। त्यसै संविधानमा सार्वभौमसत्ता नेपाली जनतामा निहित रहने व्यवस्था पनि थियो। राष्ट्रिय झण्डाका रूपमा परम्परागत सूर्यचन्द्रयुक्त झण्डालाई निरन्तरता दिइएको थियो। त्यसैले २०४७ को संवैधानिक संरचनालाई केवलराजाको संविधानभनेर बुझ्नु अपूर्ण हुन्छ; त्यो संवैधानिक राजतन्त्र जनसार्वभौमसत्ताको संयोजन थियो।

तर २०४७ सालको संविधानलाई जस्ताको तस्तै पुनर्जीवित गर्ने कि त्यसका उपयोगी तत्वहरू लिएर आजको नेपालको आवश्यकता अनुरूप नयाँ संवैधानिक संरचना बनाउने भन्ने प्रश्न छुट्टै हो। आजको नेपालमा संघीयता, समावेशिता, मौलिक अधिकार, स्थानीय स्वशासन विभिन्न समुदायको प्रतिनिधित्वजस्ता विषय पनि महत्वपूर्ण छन्। त्यसैले भविष्यको कुनै संवैधानिक सुधारले विगतको राम्रो पक्षलाई ग्रहण गर्दै वर्तमानका सकारात्मक उपलब्धिलाई पनि सुरक्षित गर्नुपर्ने हुन्छ। राष्ट्रको इतिहासलाई मेटेर भविष्य बन्दैन; तर इतिहासलाई जस्ताको तस्तै दोहोर्याएर मात्र भविष्य पनि बन्दैन।

यसकारण नेपालको शान्तिको प्रश्नलाई केवल राजा कि गणतन्त्र?” भन्ने दुई शब्दमा सीमित गर्नु पनि पर्याप्त हुँदैन। अझ ठूलो प्रश्न होनेपाल कस्तो राष्ट्र बन्ने?” शासन प्रणाली जुनसुकै होस्, त्यहाँ न्याय हुनुपर्छ; नेतृत्व जुनसुकै होस्, त्यहाँ राष्ट्रसेवा हुनुपर्छ; संविधान जुनसुकै होस्, त्यहाँ नागरिकको अधिकार राष्ट्रिय एकताको रक्षा हुनुपर्छ। यदि राजसंस्था फर्किन्छ भने पनि राजा धर्म, न्याय प्रजासेवामा आधारित हुनुपर्छ; गणतन्त्र रहन्छ भने पनि राष्ट्रपति, सरकार राजनीतिक नेतृत्व त्यही नैतिक उत्तरदायित्वमा बाँधिनुपर्छ। व्यवस्था मात्र बदल्दा होइन, शासनको चरित्र बदल्दा राष्ट्र बलियो हुन्छ।

नेपालको झण्डालाई त्यसैले एउटा मौन राष्ट्रिय मन्त्रका रूपमा पनि पढ्न सकिन्छ। रातोले भन्छसाहस गर। नीलोले भन्छशान्ति नछोड। सेतोले भन्छमन निर्मल राख। चन्द्रले भन्छशीतल विवेक राख। सूर्यले भन्छकर्म गर। अनि सूर्य चन्द्र दुवैले भन्छन्आफ्नो राष्ट्रलाई आफ्नो जीवनभन्दा लामो सोच। यही सन्तुलनमा नेपाली राष्ट्रधर्मको एउटा सुन्दर दर्शन देखिन्छवीरता पनि चाहिन्छ, शान्ति पनि; शक्ति पनि चाहिन्छ, विवेक पनि; परम्परा पनि चाहिन्छ, सुधार पनि; आध्यात्मिकता पनि चाहिन्छ, कर्म पनि।

अन्ततः नेपाल केवल वर्तमान पुस्ताले पाएको भूगोल होइन; यो पूर्वजले छोडेको सभ्यता भावी पुस्तालाई दिनुपर्ने उत्तरदायित्व हो। पशुपतिनाथप्रतिको आस्था, सूर्यचन्द्रको दीर्घजीवनको प्रतीक, सूर्यवंशचन्द्रवंशको सांस्कृतिक स्मृति, नेपाली वीरता, शान्तिको आकांक्षा, कुलपरम्पराको चेतना न्यायपूर्ण शासनको खोजयी सबैलाई एउटै सूत्रमा जोड्दा नेपालको राष्ट्रचेतना अझ गहिरो हुन्छ।

त्यसैले आजको नेपालीका लागि सन्देश केवल राजनीतिक होइन, आध्यात्मिक पनि हुन सक्छ

आफूलाई चिन।
आफ्ना देवता चिन।
आफ्नो कुल चिन।
आफ्नो संस्कार चिन।
आफ्नो इतिहास चिन।
आफ्नो राष्ट्र चिन।
अनि राष्ट्रको भविष्यका लागि सत्य, न्याय धर्मको पक्षमा उभिन सिक।

राजा होस् वा राष्ट्रपति, सरकार जुनसुकै होस्, संविधान जुनसुकै होस्नेपालको अन्तिम लक्ष्य शान्ति, न्याय, स्वाभिमान, सुशासन समृद्धि हुनुपर्छ। पशुपतिनाथप्रतिको आस्था मानिसलाई धर्म करुणातर्फ लैजाओस्; सूर्यले कर्मको प्रेरणा दिओस्; चन्द्रले मनमा शीतलता दिओस्; रातोले अन्यायविरुद्ध उभिने साहस दिओस्; नीलोले त्यो साहसलाई शान्ति संयममा राखोस्; अनि सेतोले अन्तःकरण निर्मल राख्ने प्रेरणा दिओस्।

यही अर्थमा नेपालको झण्डा केवल राष्ट्रिय झण्डा होइनयो नेपाली आत्माको एउटा प्रतीकात्मक दर्शन हो। सूर्य चन्द्र रहुन्जेल नेपाल रहिरहोस् भन्ने संकल्पसँगै हाम्रो अर्को संकल्प पनि हुनुपर्छनेपालको आत्मा जीवित रहोस्। भूगोल जोगाउनु मात्र पर्याप्त छैन; नेपालको संस्कृति, सभ्यता, धर्म, भाषा, परम्परा, स्वाभिमान, न्याय मानवीयता पनि जोगाउनुपर्छ। किनकि अन्ततः राष्ट्रको वास्तविक शक्ति कुनै एउटा राजनीतिक संस्था वा व्यक्तिमा मात्र हुँदैन; राष्ट्रको वास्तविक शक्ति जागृत नागरिकको आत्मचेतना, धर्मबोध, राष्ट्रिय एकता, न्यायप्रतिको प्रतिबद्धता भावी पुस्ताप्रतिको जिम्मेवारीमा हुन्छ।

 

नेपालको झण्डा, सूर्यचन्द्र, पशुपतिनाथ राष्ट्रधर्म

नेपालको राष्ट्रिय झण्डा संसारका राष्ट्रिय झण्डाहरूमध्ये अत्यन्त विशिष्ट छ। अधिकांश राष्ट्रका झण्डा आयताकार छन्, तर नेपालको झण्डा दुईवटा त्रिकोणको संयोजनबाट बनेको छ। सिम्रिक रातो पृष्ठभूमि, गाढा नीलो किनारा तथा त्यसमा अंकित सेतो चन्द्रमा सूर्यले नेपालको झण्डालाई केवल राष्ट्रिय पहिचान मात्र होइन, एउटा गहिरो सांस्कृतिक सभ्यतागत प्रतीक बनाएका छन्। नेपालको संविधान २०७२ को धारा ले यही परम्परागत झण्डालाई नेपालको राष्ट्रिय झण्डाका रूपमा मान्यता दिएको छ। संविधानले यसको आकार, रङ, चन्द्रमा, सूर्य तथा तिनका किरणहरूको संरचना समेत स्पष्ट गरेको छ।

तर झण्डालाई केवल कानुनी संरचनाको रूपमा हेर्दा यसको सांस्कृतिक आत्मा अधुरो हुन्छ। नेपाली जनचेतनामा सिम्रिक रातो रङ वीरता, साहस, त्याग संघर्षशीलताको प्रतीकका रूपमा बुझिन्छ। यो केवल युद्धको प्रतीक होइन; अन्यायका अगाडि नझुक्ने आत्मबल, राष्ट्रको स्वतन्त्रता स्वाभिमानका लागि त्याग गर्न सक्ने शक्ति तथा कठिन परिस्थितिमा पनि आफ्नो कर्तव्यबाट पछि नहट्ने नेपाली चरित्रको प्रतीकका रूपमा यसलाई हेर्न सकिन्छ। त्यसैले रातोले हामीलाई एउटा सन्देश दिन्छराष्ट्रको रक्षा गर्न साहस चाहिन्छ, तर त्यो साहस धर्म न्यायका लागि हुनुपर्छ।

रातो वीरतालाई चारैतिरबाट घेरेर बसेको गाढा नीलो किनाराले अर्को महत्त्वपूर्ण सन्देश दिन्छ। नीलो रङलाई शान्ति, सद्भाव, संयम सहअस्तित्वसँग जोडेर हेर्ने परम्परा छ। यसलाई नेपालको झण्डाको एउटा गहिरो सन्तुलनका रूपमा बुझ्न सकिन्छवीरता होस्, तर वीरतामाथि शान्तिको नियन्त्रण होस्; शक्ति होस्, तर शक्तिसँग विवेक पनि होस्। साहसविहीन राष्ट्र कमजोर हुन सक्छ, तर विवेकविहीन साहस विनाशकारी हुन सक्छ। त्यसैले रातो नीलोको सम्बन्धलाईवीरता शान्तिको सन्तुलनभनेर आध्यात्मिकराष्ट्रवादी अर्थमा पढ्न सकिन्छ।

त्यसपछि आउँछन् सेतो चन्द्रमा सूर्य सेतो रङलाई शुद्धता, निर्मलता, मानसिक शान्ति अन्तःकरणको पवित्रतासँग जोडेर हेर्न सकिन्छ। चन्द्रमाको स्वभाव शीतल ; त्यसैले चन्द्रलाई मनको शान्ति, धैर्य, करुणा शीतल विवेकको प्रतीकका रूपमा बुझ्न सकिन्छ। सूर्य भनेको तेज, ऊर्जा, जागरण, कर्म, परिश्रम जीवनशक्तिको प्रतीक बन्न सक्छ। यसरी नेपालको झण्डाले मानवीय जीवनका दुई अत्यन्त आवश्यक पक्षलाई एकसाथ राखेको देखिन्छचन्द्रले मनलाई शान्त बनाओस् सूर्यले कर्मका लागि जागृत गराओस्। केवल शान्त भएर बस्नु पर्याप्त छैन; शान्त मनबाट सही कर्म गर्नु आवश्यक छ।

झण्डामा रहेका सूर्य चन्द्रलाई सूर्यवंश चन्द्रवंशको सांस्कृतिक स्मृतिसँग जोडेर हेर्ने धार्मिक व्याख्या पनि गर्न सकिन्छ। हिन्दू परम्परामा सूर्यवंशसँग श्रीरामको चन्द्रवंशसँग श्रीकृष्णको वंशपरम्परा जोडिन्छ। त्यसैले नेपालको झण्डामा सूर्य चन्द्रको उपस्थिति देखेर नेपालले सनातन सभ्यताको सूर्यचन्द्र परम्परालाई आफ्नो राष्ट्रिय स्मृतिमा बोकेको भन्ने सांस्कृतिक अर्थ निकाल्न सकिन्छ। तर यो कुरा स्पष्ट हुनुपर्छनेपालको संविधानले सूर्यलाई सूर्यवंश चन्द्रलाई चन्द्रवंशको कानुनी प्रतीक भनेर परिभाषित गरेको छैन। यो धार्मिक, सांस्कृतिक सभ्यतागत व्याख्या हो। यही भिन्नता बुझेर हामी आफ्नो आस्थालाई अझ सम्मानपूर्वक प्रस्तुत गर्न सक्छौँ।

सूर्य चन्द्रको अझ व्यापक अर्थ राष्ट्रको निरन्तरता दीर्घजीवन हो। आकाशमा सूर्य चन्द्र रहुन्जेल नेपाल पनि रहिरहोस् भन्ने भाव नेपालको झण्डासँग जोडिएको लोकप्रिय प्रतीकात्मक व्याख्या हो। यसलाई एउटा राष्ट्रिय संकल्पका रूपमा बुझ्न सकिन्छनेपाल कुनै एउटा राजा, एउटा सरकार, एउटा दल वा एउटा पुस्ताको मात्र देश होइन। नेपाल पुस्तौँपुस्ताले संरक्षण गरेर भावी पुस्तालाई हस्तान्तरण गर्नुपर्ने सभ्यता हो। त्यसैले सूर्य चन्द्रले हामीलाई सम्झाउँछन्राष्ट्रलाई आफ्नो जीवनभन्दा लामो सोच।

यही सूर्यचन्द्रको भावनाबाट नेपालको पशुपतिनाथसँगको आध्यात्मिक सम्बन्धतर्फ पुग्न सकिन्छ।पशुपतिअर्थात् सम्पूर्ण प्राणीका स्वामी। पशुपतिनाथ नेपालको धार्मिक सभ्यतागत चेतनाको अत्यन्त गहिरो केन्द्र हुन्। काठमाडौं उपत्यकाको धार्मिक इतिहास, शिवपरम्परा, योग, साधना, तन्त्र तथा सनातन सांस्कृतिक चेतनासँग पशुपतिनाथको सम्बन्ध जोडिएको छ। त्यसैलेनेपाल पशुपतिनाथको छत्रछायामा रहेको देश होभन्ने भनाइलाई नेपाली धार्मिक आस्थाको अभिव्यक्तिका रूपमा बुझ्न सकिन्छ। यो संवैधानिक वा वैज्ञानिक दाबी होइन; यो नेपाली समाजको गहिरो आध्यात्मिक विश्वास हो।

यही ठाउँमा राजा पशुपतिनाथको सम्बन्धबारेको धार्मिक दृष्टिकोण पनि आउँछ। तपाईंले उल्लेख गर्नुभएको शङ्कराचार्य निखिलानन्द सरस्वतीजीसँग सम्बन्धितराजा जीवित पशुपतिनाथसरहभन्ने विचारलाई उहाँकै मूल प्रवचन वा प्रमाणित स्रोतबिना ठ्याक्कै उद्धरणका रूपमा प्रस्तुत गर्नु उचित हुँदैन। तर राजधर्मको परम्परागत अवधारणामा राजा केवल सत्ता भोग गर्ने व्यक्ति होइन; धर्म, न्याय, राष्ट्र प्रजाको संरक्षण गर्ने अभिभावकका रूपमा बुझिन्छ। त्यसैलेजीवित पशुपतिभन्ने धार्मिक प्रतीकलाई शाब्दिक रूपमा राजा स्वयं भगवान् शिव हुन् भन्ने अर्थमा भन्दा, राजाले पशुपतिनाथको प्रतिनिधिसरह रक्षा, न्याय, धर्म प्रजासेवाको आदर्श धारण गर्नुपर्ने अर्थमा बुझ्नु बढी उपयुक्त हुन्छ।

यस दृष्टिले आदर्श राजा भनेको अधिकारको मालिकभन्दा पहिले उत्तरदायित्वको वाहक हो। राजाको मुकुटभन्दा ठूलो कुरा उसको धर्म हो; सिंहासनभन्दा ठूलो कुरा उसको कर्तव्य हो; शक्ति भन्दा ठूलो कुरा न्याय हो। यदि कुनै राजा आफ्नो व्यक्तिगत सुख, परिवार, स्वार्थ सत्ताभन्दा माथि उठेर राष्ट्र, धर्म प्रजाको संरक्षणमा समर्पित हुन्छ भने राजसंस्थालाईराष्ट्रको अभिभावकीय संस्थाभनेर बुझ्ने दार्शनिक आधार निर्माण हुन्छ। यही कारणले परम्परागत राजधर्ममा राजा केवल शासक होइन, प्रजाको रक्षक मानिन्थ्यो।

तर यहाँ एउटा अझ गहिरो प्रश्न उठ्छराष्ट्रलाई संरक्षण गर्ने व्यक्ति आफैँले आफूलाई चिनेको कि छैन? मानिसको जीवन सूर्य चन्द्रको यात्राजस्तो दीर्घ छैन। हामीसँग आफ्नो शरीर, पद, धन, सत्ता प्रतिष्ठाको बारेमा सोच्न समय जति , त्यसको तुलनामा आत्मस्वरूप बुझ्ने समय अत्यन्त छोटो छ। वेदान्तको मूल प्रेरणा नै मानिसलाई बाहिरी परिचयभन्दा गहिरो आफ्नो वास्तविक स्वरूप खोज्न लगाउनु हो। त्यसैलेआफूलाई चिनभन्ने वाक्य केवल आध्यात्मिक उपदेश होइन; यो जीवनको मूल प्रश्न हो को हुँ? मेरो कर्तव्य के हो? कहाँबाट आएको हुँ? मेरो जीवनको उद्देश्य के हो?

त्यसैले आजको नेपाली समाजका लागि एउटा महत्त्वपूर्ण आह्वान हुन सक्छआफूलाई चिन, आफ्ना देवता चिन, आफ्नो इष्टदेवता चिन, आफ्नो कुलदेवता चिन, आफ्नो कुलपरम्परा चिन आफ्नो राष्ट्रलाई चिन। आफ्नो कुलपरम्परा बुझ्नु भनेको अरूको धर्म वा संस्कृतिलाई अस्वीकार गर्नु होइन। आफ्नै जरा चिन्नु हो। आफ्नो जरा बलियो बनाउनु भनेको अरूको जरा काट्नु होइन। बरु आफ्नै परम्पराको गहिराइ बुझ्ने मानिसले अरूको परम्पराको अस्तित्व सम्मानलाई पनि राम्रोसँग बुझ्न सक्छ। त्यसैले कुलधर्मको पुनर्स्मरण विभाजनको होइन, आत्मपहिचानको प्रक्रिया बन्नुपर्छ।

नेपालको वर्तमान अवस्थालाई हेर्दा यही आत्मपहिचानको प्रश्न राजनीतिक संवैधानिक प्रश्नसँग पनि जोडिन्छ। राजसंस्था पुनःस्थापना हुनुपर्छ भन्ने विचार आज नेपालको सार्वजनिक बहसको एउटा पक्ष हो। तर यस्तो परिवर्तन भावनात्मक आह्वानबाट मात्र होइन, जनताको इच्छा, संवैधानिक प्रक्रिया, जनमत कानूनसम्मत राजनीतिक प्रक्रियाबाट हुनुपर्छ। वर्तमान संविधानले नेपाललाई संघीय लोकतान्त्रिक गणतन्त्रात्मक राज्यका रूपमा संरचना गरेको छ। त्यसैले राजसंस्थाको पुनर्स्थापनाको माग राख्ने हो भने पनि त्यसको बाटो शान्तिपूर्ण, लोकतान्त्रिक संवैधानिक हुनुपर्छ।

यही सन्दर्भमा प्रश्न उठ्छकिन २०४७ सालको संविधान होइन?” नेपाल अधिराज्यको संविधान २०४७ ले नेपाललाई बहुजातीय, बहुभाषिक, लोकतान्त्रिक, स्वतन्त्र, अविभाज्य, सार्वभौम, हिन्दू तथा संवैधानिक राजतन्त्रात्मक अधिराज्यका रूपमा परिभाषित गरेको थियो। त्यसै संविधानमा सार्वभौमसत्ता नेपाली जनतामा निहित रहने व्यवस्था पनि थियो। राष्ट्रिय झण्डाका रूपमा परम्परागत सूर्यचन्द्रयुक्त झण्डालाई निरन्तरता दिइएको थियो। त्यसैले २०४७ को संवैधानिक संरचनालाई केवलराजाको संविधानभनेर बुझ्नु अपूर्ण हुन्छ; त्यो संवैधानिक राजतन्त्र जनसार्वभौमसत्ताको संयोजन थियो।

यही अर्थमा नेपालको झण्डा केवल राष्ट्रिय झण्डा होइनयो नेपाली आत्माको एउटा प्रतीकात्मक दर्शन हो। सूर्य चन्द्र रहुन्जेल नेपाल रहिरहोस् भन्ने संकल्पसँगै हाम्रो अर्को संकल्प पनि हुनुपर्छनेपालको आत्मा जीवित रहोस्। भूगोल जोगाउनु मात्र पर्याप्त छैन; नेपालको संस्कृति, सभ्यता, धर्म, भाषा, परम्परा, स्वाभिमान, न्याय मानवीयता पनि जोगाउनुपर्छ। किनकि अन्ततः राष्ट्रको वास्तविक शक्ति कुनै एउटा राजनीतिक संस्था वा व्यक्तिमा मात्र हुँदैन; राष्ट्रको वास्तविक शक्ति जागृत नागरिकको आत्मचेतना, धर्मबोध, राष्ट्रिय एकता, न्यायप्रतिको प्रतिबद्धता भावी पुस्ताप्रतिको जिम्मेवारीमा हुन्छ।
